UNC MPA Alumni Spotlight: Lyman Collins, Arts Evangelist, Class of 1986,

In 1986, Lyman Collins was finishing his Master of Public Administration degree from UNC. In 1986, I was but a twinkle in my mother’s eye. In the years that followed Lyman would go on to work in and for the arts at nationally recognized schools such as the University of Virginia, Western Illinois University, and UNC-Greensboro. I, myself would go on to be born, eventually learning to walk and talk. In August of this year I was introduced to Lyman through my UNC mentor (another MPA alum); Lyman was my mentor’s mentor. I was excited to talk with my grand-mentor about how the MPA program shaped his approach to public administration, how he’s seen the program evolve over the years, and what advice he has for scrappy young 1st years like myself. Ever an insightful figure, Lyman shed some light on how connections are made in the public sector, emphasized that hard data is what wins over public officials, and to always keep an eye out for opportunities.

What drew you to want to be a mentor/what keeps you coming back?

When I entered the MPA program (back in the stone age….) I was the only one in my class looking for a career in the arts – and, while the faculty was supportive of my direction, it was a rare one. Serendipitously, the NC Center for Public Policy Research was focusing on arts policy in state government and had a graduate assistantship opportunity available. I wrote three articles for their publication NC Arts Insight: “The North Carolina Arts Council”, “Baskets & Ballet: Making Arts Policy in North Carolina” and “Federal Budget Cuts to Culture: How Keen the Axe?”. A few years later an MPA student reached out to me as she had used info from the articles in her research. It was great to know there were others in the program with a goal of arts administration. Since then, as there have been more and more such students, I have been happy to provide perspectives and encouragement. I firmly believe the arts to be an important part of government services at all levels and am glad to continue to help graduates spread that message.

How have you seen the program change over the years?

The most obvious change, of course, was going to a full two-year curriculum. […] It does seem like the program is broader now and accommodates more and more students who are not necessarily looking to just become city managers.

What trends do you see continuing in the future for Arts Advocacy/Public Admin?

Overall, I have seen more and more municipal governments come to understand the role the arts can play as part of expected levels of service. More and more you can see that parks and recreation departments have added “cultural resources” (or something similar) to their titles. Or sometimes cities have established stand-alone cultural services departments. Also, it has become much more common for there to be a wider array of government grants (at all levels) available to support cultural programs.

One of the most visible trends has been the growing number of public art programs across the country. This aspect has become more and more associated with good planning and effective ways to create a sense of place. In some places (Cary is one example) having a municipal public art program has encouraged private developers to incorporate public art pieces into their developments. Probably the most publicized trend is the emphasis on the arts as an engine of economic development. … [T]he most recent [American’s For The Arts] survey … was released in 2016 and showed that for North Carolina the non-profit arts industry employed almost 72,000 people with a total spending of $2.1 billion which generated almost $107,000,000 in state government revenue and an additional $94,500,000 in local government revenue. Obviously, the pandemic has had an effect […] but I think it is safe to say that the arts will be back as an important economic driver.

What is some advice you’d give current MPA students looking to get into arts advocacy?

Make sure to understand the growing role the arts are continuing to play in local government. Be prepared to articulate how the arts really are a vital (and increasingly expected) part of governmental responsibilities. To that end, make sure to do the research with arts professionals and artists in your communities. Also understand the national picture – and Americans for the Arts is an excellent resource in that regard: www.americansforthearts.org

What is your next personal/professional goal for 2022?

Upon my retirement, I acquired the moniker “arts evangelist” which is an apt description of how I hope my post-career career pans out. I have always believed in the inherent power of the arts and have been exploring projects to keep my focus on spreading this gospel. To that end I have continued to be involved in a variety of arts related activities and organizations and use that involvement to help others find their voices. I hope I can continue to be a resource for young professionals and others looking to keep motivated in their careers. My most recent examples include service on the board of directors for Triangle ArtWorks, service on the planning committee for Arts North Carolina’s Arts Day next March and volunteer coordinator of the North Carolina Presenters Consortium’s Art Market in November.

Navigating Competing Values in Public Service

Given the recent challenges across the United States with confederate statues, building names, and town names, public service leaders are charged with listening and navigating highly emotional and challenging spaces to best serve the public. In Chapel Hill, there were challenges with Silent Sam on campus. Silent Sam is a confederate statue that once stood on UNC-Chapel Hill’s campus in the upper quad (McCorkle Place). It was granted to the University in 1913 by the United Daughters of the Confederacy. In recent years, there has been growing controversy over the existence and placement of the statue on UNC-Chapel Hill’s campus. After years of debate and days of protest, Silent Sam was torn down the day right before the first day of classes in August 2018. (To learn more about Silent Sam’s History, click here).

However, these challenges reach farther than UNC-Chapel Hill and its surrounding towns. Currently, I work for Chatham County Manager’s Office and we are navigating the removal of a Confederate statue at our Historic Courthouse in Pittsboro, NC. Chatham is a neighboring county to Orange County (where Chapel Hill and Carrboro are located). Since March of 2019, there has been a large push to remove the Confederate Statue placed at the Courthouse in the Town’s center. (To learn more about the contention in Chatham around the monument, click here). The list of places working through these types of challenges does not end here. Given the current times, these are some of the challenges that public service leaders are continuing to face. 

To support future public service leaders and current practitioners, the MPA Diversity Committee hosted a breakfast panel about managing conflict and promoting inclusion in difficult political climates on 11/6/19. The Committee brought three panelists that represented the city, county, and non-profit contexts of public service.

For the city context, the Diversity Committee invited Maurice Jones who is the current Town Manager of Chapel Hill and served as the previous Town Manager of Charlottesville during the Unite the Right rally. Beverly Scurry represented the county context by speaking about her experience as the Orange County Board of Health Strategic Plan Manager and community organizer in Alamance County. For the non-profit sector, the Committee invited Chanel Nestor who serves as an Adjunct Lecturer of Rural Sociology at NC A&T and Farmers’ Market Coordinator of the Authentically Alamance Farmers’ Market Network in Alamance County. Chanel was able to speak not only about the non-profit context, but also the rural context. 

The panel served as a great opportunity to learn about implementing inclusive measures and goals into strategic planning, balancing competing values, and equity implementation in rural versus urban settings. Each member of the panel brought a unique perspective from their personal and professional experiences of navigating difficult political climates through managing conflict and continuing to promote inclusion. The panelists’ different specialties demonstrated the true intersectionality and opportunity for inclusion in public service.

Kristin Pawlowski is our new Associate Director of Alumni and Employer Relations for the MPA Program! Kristin is coming to us with great experience and skills, especially after serving UNC students for more than 3 years. We are super excited to have her as an addition to our team. To learn more about Kristin, we decided to do a Q&A with her!


Where are you from?  Kristin: I grew up outside of DC in Potomac Falls, VA

What is a fun or interesting fact about your hometown?  Kristin: Growing up outside of DC gave me access to all of the Smithsonian Museums and Galleries; however, this resulted in me not realizing until college that it is actually customary to have to pay to gain access to a museum or gallery.  

What are you most excited about in your new role?  Kristin: Being a part of a service minded community!  I am eager to leverage skills and experiences to pave pathways that enable the individuals who comprise our community to serve as the future public leaders.

What is something that surprised you about your chosen career path? Kristin: EVERYTHING!  Nothing about my career path has been anticipated. I am fortunate to have been raised by parents who consistently encourage me to reflect on my experiences, embrace change as an opportunity for growth, and confident in following paths reflective of my values.  While my path has been serendipitous, my experiences have brought me a lot of joy and meaning.

Who inspires you?  Kristin: My parents and the students with whom I engage.  You all are doing some pretty inspiring things!

What is the best piece of professional advice that you have ever received? Kristin: Develop and retain a core set of professional mentors.  

Any parting wisdom for prospective MPA students?  Kristin: Be okay with not having all of the answers; opportunity lies in the uncertainty.  Take the time to reflect upon what excites and motivates you, be intentional about the actions/decisions you make; and what something is exciting and totally scary, go for it, as those are the environments in which you will be your best-self.

These are a few of my favorite things…

Welcome back!!!

As I mentioned in my previous post, I am taking on a new role this year! I will be working with our very own Director of Admissions, Cara Robinson. This year, I will serve as the Admissions Research Assistant. This means that I get to post a lot more here and do other fun things to support the School of Government and the MPA program! I am really excited to continue sharing my experiences with you!

So for this blog post, I wanted to talk about some of my favorite things about an MPA degree (more specifically at UNC).

Our MPA program is awesome (which you will probably hear me say a lot!). Three of my favorite things about this program are the concentration options, opportunities for connections with Alumni, and the flexibility of how our degrees can serve us after graduation.

1. CONCENTRATIONS

The MPA degree is a generalist degree, so I love that we have the opportunity to pick a more focused track for our educational career through concentrations. For on-campus students, the MPA program offers a concentration in local government, nonprofit management, public management, and community and economic development. For online students, the program offers concentrations for local government, nonprofit management, public management, international relations, and public health! They require that the student take a certain number of credit hours of electives related to the concentration. Once you have completed the requirements and receive your degree, then you are awarded a certificate at graduation. Concentrations allow us to do a deeper dive into a specialist frame of thought.

2. CONNECTIONS

UNC-Chapel Hill is a well-known hub for MPA knowledge. The school has tons of connections! If you are interested in a specific type of work, there is someone on staff that knows someone who does that work. The staff is amazing at connecting students with alumni from the program with similar interests and career paths. The program also offers an alumni mentor program where new students are paired with alumni that have similar career goals/paths. Lastly, we have a staff person that can support our career goals. Allison Binkley is the Associate Director of Career Services. She does a lot of behind the scenes work to ensure that we can make the right connections to get on the right career path! Overall, I feel like this program works really hard to support students’ career goals through faculty and staff knowledge, alumni programming, and career support.

3. FLEXIBILITY:

As I mentioned before, the MPA degree is pretty generalist. For me, that was a top-selling point! In true millennial fashion, purpose and flexibility are important to me when I think about my future working career. One of the things that I love about an MPA degree is that you can do many, many things. This degree sets you up to be a leader in various sectors. For example, you could be a grants manager, legislative analyst, public affairs director, community engagement manager, healthcare policy analyst, county/city manager, urban planning, consultant, or a foundation president. The career opportunities for leaders are endless!

Data, Strategy, and the MPA Degree

The strategic use of data is everywhere in the field of Public Administration. For public service leaders to be effective in the modern era, the skills to collect, analyze, report, and operationalize data are essential. In an article in Public Administration Times entitled “Data Insights Lead to Better Public Administration,” Bill Brantley writes, “good policy analysis has always relied on data and statistical analysis to understand policy issues and formulate appropriate policy responses.” He also points out that “our ability to collect data” has changed and that we have more tools and more capacity to collect data than ever before. The federal government is currently working an overarching data strategy with a goal to “leverage data as a strategic asset to grow the economy, increase the effectiveness of the Federal Government, facilitate oversight, and promote transparency.”

With that in mind, the MPA program at UNC requires coursework in data analysis. All students take a data-driven Research and Analysis class each semester of their first year in the program. Another required course, Organizational Theory, gets into the topics of performance management and strategic planning. Students can also dig deeper into data with electives in topics like performance management, productivity, decision analysis, and benchmarking.

Earlier this week our student ICMA chapter invited UNC MPA alumni Monica Chaparro and Josh Edwards to discuss their professional experience with data and strategic planning in local government. Monica is the Program Manager of Strategic Planning and Performance Management in the Budget Department in the City of Raleigh and Josh is the Assistant Budget Director of Strategy and Performance as well as the Director of the Innovation Team for the City of Durham.

Reflecting on her UNC MPA experience, Monica shared that “David Ammon’s Productivity in Local Government class coupled with Maureen Berner’s program evaluation class piqued my interest in the intersection of data and strategy. Beyond piquing my interest, those classes equipped me with the foundational skills I needed to flourish in my first job, which involved managing the Balanced Scorecard for one of the City of Charlotte’s largest departments.” Josh had a similar comment, adding, “whether I am working on building data capacity in my organization, helping a department develop key performance measures, or analyzing data to help improve city services, I am thankful for how well Professor Berner, Professor Ammons, and Professor Morse helped develop my analytical toolkit at the MPA Program.”

Current MPA student and Wake County Budget and Management Intern Aaron Brown is also very interested in the intersection of data and strategy. He is taking Performance Management with Professor Rivenbark because it brings together data analysis and strategic planning. Aaron thinks that strategic planning is key because “I want my data analysis to matter.” He told me that he believes public service leaders can use data to give them a “tangible direction” and can help measure progress on “real goals that you can reach out and touch.”

“Public service is a great way to extend the reach of those fighting for their communities, homes, and livelihood”

Stephanie came into the program passionate about public service and specifically affordable housing and housing insecurities.  “Housing is more than a roof and four walls,” she said. “It involves your surroundings, the health of your environment, and what you have and don’t have access to. At home is where your identity takes root.”
